I want a good host that doesn't have downtime often

Hi. I have accounts with a number of good host. But one host went from good to really bad. I'm still building the sites but it's really annoying to have to click refresh 3 to 5 times just to load my sites.

The location is Europe... what EU hosts can you suggest me to look at?
Found ch-center.com, but still hesitate. Any experience dealing with them?
I don't want to pay more than $8 a month for these features and I'm looking to buy as early as now.

For minimum downtime it is always better to go with a VPS. Because in Shared hosting it is not predictable. Though there will be service providers who can match your needs.
