How good and quality is the cPanel VPS are offered by hostv.com? The company looks to be rather stable and attractive to be used, but would still like to know some more opinions.

If you ask me, I would better check all possible options and then make final decision.
Hostrail.com company gives the best mix of pricing, customer support and has a good user interface - highly recommend them.

If I were you, I'd choose Hostrail company and would like to say that their VPS hosting plans are the cheapest I ever seen before.
They provider superb uptime and nice customer support.
