Sorry for my question but I'd like to ask you, guys, when hosting company (razorservers.com) offers FREE OS Reload what does it mean?
They offer it on their VPS deals.

It means that you may reload your OS freely, this feature is provided by not only razorservers.com but the other companies as well.
Do you want to use their VPS deal?

I think yes, the OP is going to use razorservers.com services.
I have read many positive reviews of their services. They are reliable and stable. Besides, their prices are cheap and support team is well-skilled.

Overall it's quite natural when such things are included in a VPS deal, razorservers.com offers it too and a pert of services they provide.
Plus low prices on their VPSs.

That feature is an integral part of any decent VPS deal and razorservers.com isn't an exception in this way. How much do their VPSs cost?

Razorservers.com has provided their VPS deals starting at $13.95/per month.
They offer them on Windows 2003 and 2008 as well as Linux OSs.
Guess that's cheap.

I have no first hand experience with this company and can't comment on it. But I suggest you to compare it with webintellects.com because this company also offers cheap VPS Linux and Windows 2003 and 2008 hosting plans. Hope it will be useful for you.
