What does it mean 'the best'? Is that host providing every existing hosting feature for the price which no one will find unreasonable and its services are of so high quality that no one would ever complain, with support of max 10 minutes response guarantee and helpful staff?

I DON'T BELIEVE - because there is no such hosts existing!

The best is that one which is suiteble fopr certain person or orgainsation by all parameters.
