HQHost.net uses Chicago, New Jersey and New York, so you have to inquire where your particular server may be located. You may check Hostww.net who offer dedicated and vps server deals to compare pricing.

I have found that ServerPoint.com provides small business dedis that start at $79.99 per month. Seems nice as they they offer to use them free for the second month.
I also think of AYKsolutions.com dedis as they offer to use them (Atlanta and Florida) the first month free. Not all, just some of them.

Once you learn their dedicated server offers you understand that the \y do not offer custoner configured dedicated servers, but the number of dedicated servers they offer really big and you can expect for the good order.

Read a little about hqhost.net and can now say the following: They provide both manged and unmanaged deals. They do not provide Cpanel, but megatool instead of.

The feedbacks say this is quite reliable and quality company, and I now think it is worth to deal with...
