Why are they usually expensive?

Where did you see that? As for me it looks like used on the one of the web hosting providers which has that might for marketing goals mostly. Anyway I think that we need to have a look on it. I think that such companies like Hostww.net or say Hostgator.com offer quite full reseller web hosting service and I think that they are not expensive at all and include what you need in reseller web hosting.

And this is also what hosting providers seem to be rather fond of- they offer clients to choose hosting services from any of their numerous datacenters.
This is in Marblehost.com shared plans as well, they offer accounts on UK- and USA- based servers.
