I wonder is that type of web hosting or?

Foe security reasons shell access isn't given to virtual hosting clients on most hosting plans.

It's given only on dedis and VPSs.

Most of companies giving that for request. I have been with hqhost.net web hosting and they verify you first. And once you get trusted customer you can ask for that kind of request.
I believe that offer need to be learned.

I got shells with Santrex.net. So for now I'm happy so far with them. And that is not VPS. Should be?

Providing SSH access to your clients might be a risky thing, it's like giving the keys from your appartment to someone needing to drop into your flat and fix there something, while you are not there.
A host should trust his clients, or they can mess everythig if they root acceess.
Still there are lots of advanced users who hate using ftp,they will also expect ssh from a host, even if it's necessary to fax driving license details...
So i think that mmhosting.com and other companies offering ssh access are on their right way, if you trust your clients, clients will stay with you.

I know that. But I do not provide - Santrex.net - do. I must admit that I'm happy for a while. They do not limit my access anyhow.

Not always actually, SSH access is given in all shared plans from Serverpoint.com

I guess a lot of other web hosts provide this as well, some on requests and some ask to fax some type of documents for personal identification.
