This is an interesting concept which i myself considered some time back. If is possible to make these toolbars using hard code - i never found a tool to make them before.
The main problem with using this to increase your website traffic is that there are already many toolbars availble to use on the net. The alexia toolbar is one example.
For people to download and use your toolbar you would need to put some very useful links in the menu system. You would need to make it very useful for them to bother even installing it in the first place. Even when installed it is unlikely that they will ever click through to your link unless your website itself offers something unusual and usefull to the user. You would probably find that they use the toolbar for the other links you may have implemented to encourage them to download it.
On the other hand, its still a good way to brand a company - by placing your logo on the toolbar. This is useful for large corperate companies that have a high agenda on branding , however i feel that most small companies don't benefit too much from this.
I guess your the only one which will know if your website could possibly benefit from this.
