Depends on what you need.
I upload my pics on different photo sharing sites and link to them. Saves a lot of time - most sites generate you the thumbnails, put the images in a nice frame, etc. That's much appreciated when you have a thousand pics to upload
see the galleries feature in sitekreator.com - i recently bought a 500megs upgrade for this site from ebay (for $1, believe it or not). I like their image editor - mostly because of the rotate function. They have crop and a few other basic functions. Pretty simple but for now that's fine with me. Like also the thumbnails they generate automatically. Seems like you can't link to the separate images though, the urls are dynamic or something.
If you tell me what you need to do with your images, will ask a frined who's a photographer. Deals with image editing pretty much
