All depends on your website spasification. What is your website about? etc...
In any case Google Adwords is the best way to get started.

i recommend you go to traffic-resellers.net and just buy traffic. it is the best way to increase traffic for your website. i did this and it worked really well.

Buying traffic is not at all helpful, you rarely get any targeted visitors, so if you are doing any business then better try to get targeted traffic which will have great conversion ration.

SEO is the best for getting targeted traffic .
