I've been with Comcast for about 4 years now.
It's only been recently that I've been looking for a hosting company--and only because I want to use SQL, PHP and/or CGI.

I bet they would soon cut off the site if it started to use loads of bandwidth, however normally the type of websites that are hosted on isp's don't have fairly high bandwidth levels.
Anyone with a serious business will always go for professional hosting and it's normally these type of sites which use a large amount of bandwidth.
